Blackwing Lair Attunement includes

In the first place, everything starts off with the quest over at Blackrock Mountain with the NPC Scarshield Quartermaster. Once you retrieve Blackhand's CommandBlackhand’s Command and accept the quest, it’s time to head over to Upper Blackrock Spire and completely clear that instance and interact with General Drakkisath and Drakkisath’s Brand.
Back at the Blackrock Spire entrance is a corridor with Orb of Command which can be used to quickly and easily get access to Blackwing Lair.
